A curated, AU-regulator-grounded baseline catalogue of construction hazards, controls in hierarchy-of-controls order, and PPE keyed to AS/NZS standards. Levvr's document generator uses this library as the structural floor when a tenant's atom catalogue is empty — so a SWMS is never produced without defensible content.
